Flock Cameras: Public Safety Tool or Expanding Surveillance Network?

Across the United States, a growing debate is emerging over a technology that many drivers may pass without noticing: automated license plate reader cameras made by Flock Safety.
Flock Safety cameras are designed to help law enforcement identify and locate vehicles connected to crimes. At the same time, the rapid expansion of the technology has raised questions about privacy, government surveillance, data sharing and how much information police should be able to collect about people who have not been accused of a crime.
The debate has become increasingly political and bipartisan. In August 2026, Florida Gov. Ron DeSantis said the public has a “right to be concerned” about Flock cameras and announced a review of their use by state agencies. Across the country, some communities are reconsidering or ending their contracts with the company, while other law-enforcement agencies continue to defend the technology as an important investigative tool.
What Are Flock Cameras?
Flock Safety produces automated license plate reader, or ALPR, cameras. The cameras photograph vehicles as they pass and use software to identify information such as a vehicle's license plate, make, model, color and other visible characteristics.
Unlike a traditional traffic camera, the system is designed to make the information searchable. Police can use the system to look backward at where a particular vehicle was detected and investigate whether it may be connected to a crime.
Flock says its ALPR technology does not use facial recognition and does not collect information such as a person's name, Social Security number or home address directly from the camera. The company says its cameras focus on vehicles and license plates.

Why Police Departments Use Them
Law-enforcement agencies say ALPR technology can provide investigators with information that would otherwise be difficult or time-consuming to obtain.
For example, a camera could help investigators identify a vehicle involved in a robbery, locate a stolen car or help determine where a vehicle connected to a missing-person investigation was recently seen.
Flock describes its system as a way to provide “retroactive search,” allowing investigators to search previously collected vehicle data after a crime has occurred. Its system can also generate alerts when vehicles on law-enforcement hotlists are detected.
Supporters argue that the technology can reduce the need for officers to rely solely on eyewitness accounts or manually review hours of traditional surveillance footage.
Why Are People Concerned?
The central concern is not simply the camera itself. It is what happens when millions of vehicle sightings are collected, stored and potentially shared between law-enforcement agencies.
A person does not have to be suspected of a crime for their vehicle to be photographed by an ALPR camera. Civil-liberties organizations argue that this creates a system capable of reconstructing where ordinary people travel.
The American Civil Liberties Union has become one of the strongest critics of Flock. The organization argues that the technology creates a nationwide surveillance network and has raised concerns about how police departments can search and share the information.
The Electronic Frontier Foundation has also investigated how Flock data has been used. Its research has identified searches involving activities beyond traditional criminal investigations, including searches connected to protests, school residency questions and other matters.
That raises an important question for policymakers:
How much information should the government be allowed to collect about people who have done nothing wrong?
The Data-Sharing Debate
One of the most controversial aspects of Flock is the ability for law-enforcement agencies to share or access information across jurisdictions.
Flock says its customers control their data and that sharing is controlled by the participating agencies. The company also says it does not sell customer data and that agencies can establish their own policies concerning access and retention.
Critics argue that local residents may not fully understand how widely information collected in their community can be accessed.
A recent investigation by WIRED reported that one Georgia community's Flock data was being shared across a large network of organizations, highlighting concerns about whether local governments have sufficient control and transparency over nationwide data-sharing systems.
How Long Is the Information Kept?
Data retention has become another major point of debate.
Flock's traditional standard retention period for ALPR data was 30 days, although individual agencies can have different policies or legal requirements.
In August 2026, Flock announced changes that include moving toward a seven-day default retention period for new customers, while allowing agencies to establish different periods based on contracts and applicable law. The company also announced additional auditing and search-control measures.
Flock says the changes are intended to strengthen privacy and accountability.
Civil-liberties organizations, however, say the reforms do not go far enough.
The ACLU has argued that requiring reasons or case numbers for searches does not necessarily prevent misuse, particularly because previous safeguards could be circumvented.
Reports of Misuse
Another major issue is what happens when authorized users misuse the system.
Recent investigations have documented instances in which law-enforcement personnel allegedly used ALPR systems for purposes unrelated to legitimate criminal investigations.
In Georgia, for example, an internal investigation found that a former police officer conducted dozens of searches involving vehicles connected to his former romantic partner and another officer. The case has contributed to broader concerns about whether technological safeguards are strong enough to prevent personal surveillance.
Other departments around the country have also faced allegations of inappropriate searches.
Flock says misuse is unacceptable and has introduced additional auditing tools designed to identify unusual activity. The company says searches are auditable and that administrators can review potentially abnormal activity.
Some Communities Are Ending Their Contracts
The controversy has already led some communities to reconsider the technology.
Tempe, Arizona, recently decided to discontinue its Flock system, citing concerns about privacy and potential misuse. Other municipalities have also suspended or ended contracts.
In Broward County, Florida, the issue has become particularly relevant as residents debate the balance between crime prevention and privacy. Recent reporting has documented growing concern among residents across the political spectrum about Flock and similar ALPR systems.
At the same time, some police departments continue to argue that removing the cameras could take away a useful investigative resource.
That difference in perspective is at the heart of the national debate.
The Question Is Bigger Than Flock
Flock Safety is currently at the center of the controversy, but the debate extends beyond one company.
Other companies also manufacture automated license plate readers, meaning that simply replacing Flock with another provider would not necessarily resolve questions about data retention, government access, sharing and oversight.
The broader issue is how Americans want surveillance technology to be regulated as it becomes more sophisticated.
There are legitimate arguments on both sides.
Law enforcement needs tools that can help solve crimes and locate dangerous suspects. But residents also have a legitimate interest in knowing when their movements are being recorded, who can access that information, how long it is retained and what safeguards exist against abuse.
What Should Be Done?
Rather than asking only whether Flock cameras should exist, policymakers may need to consider specific rules governing their use.
Possible safeguards include:
Clear public disclosure when ALPR cameras are installed.
Strict limits on how long data can be retained.
Restrictions on searches unrelated to legitimate investigations.
Independent audits of police searches.
Transparency about which agencies can access local data.
Penalties for officers who misuse the technology.
Clear rules governing searches involving sensitive locations.
Public reporting on how often the system is used and for what purposes.
Judicial oversight when authorities want to conduct particularly intrusive searches.
The debate over Flock cameras ultimately comes down to a difficult balance: How can communities use technology to make people safer without creating a system that gives government unlimited visibility into ordinary people's movements?
There is no simple answer.
What is clear is that automated license plate readers are becoming an increasingly important part of American policing—and the decisions being made now could determine how much surveillance Americans consider acceptable in the future.
